Overview and Mission
Under the commission of the Ministry of Education, Culture, Sports, Science and Technology (MEXT), the MEXT Consortium for Promotion of IB Education was established in May 2018 to promote The International Baccalaureate Organization (known as the IB) in Japan.
The MEXT Consortium for Promotion of IB Education operates the following four projects.
(1) Establishment of Consortium Structure
We hold communication conferences by concerned parties to summarize the needs, challenges, and successful cases for IB-authorized schools in Japan, organizations considering the introduction of the IB, and entities accepting IB graduates. We also hold representative conferences to share issues and successful cases that each has and solve them collaboratively. We operate a consortium to build these networks and work on the smooth promotion and popularization of the IB.
Additionally, we consider the necessary measures for an independent consortium’s operation to implement sustainable measures for the promotion and popularization of the IB in Japan.
(2) Dissemination of Successful Cases of the IB and Support to Schools Considering Its Introduction
We select advisors for IB education from consortium member institutions, taking educational stage and regional balance into consideration. We also provide the following support in collaboration with advisors.
We compile educational methods and case studies characteristic of the IB and disseminate such information to a wide range of schools in Japan so that schools can incorporate the information into their existing educational curriculum.
While emphasizing issues unique to Japan, such as the balance with the curriculum guidelines, towards schools and the Boards of Education that are interested in the introduction of the IB, we maintain the manual on procedures for IB accreditation, provide advice, and disseminate information.
We disseminate information on cases of universities that proceed with an entrance examination using the IB to promote awareness and understanding of the IB in universities in Japan.
We provide advice to ensure the sustainable development of IB education even at IB World Schools.
(3) Construction and Operation of a Platform
By widely promoting awareness and understanding of the IB in Japan, we construct a platform, such as website, so that concerned parties in the consortium can effectively share information.
In addition, we disseminate information through newsletters and social media.
(4) Operations to Hold Events Such as Symposiums
In order to promote awareness and understanding of the IB in Japan, we hold symposiums to communicate to society the significance of IB education. Moreover, in order to spread information on how to use the IB in schools and promote an understanding of the IB among those related to university, we hold seminars to share information on the educational methods and case studies characteristic of the IB.

Communication Conference by Concerned Parties / Representative Conference
Objectives
We will form a human network as an IB education community that goes beyond the boundaries of schools and regions, share issues and successful cases of each stakeholder who is involved in the promotion of IB education, and discuss collaboration proposals and event plans.
Holding communication conferences by concerned parties
We set up the communication committee in each stakeholder, including schools in Japan authorized for each programme (where subcommittees are set up in each of PYP, MYP, and DP), candidate and interested schools, universities (those that have introduced IB entrance examinations and are interested in such examinations), and companies (managers and HR personnel of companies interested in the IB and accept IB graduates), and hold communication conferences by concerned parties. The participants in the representative conference are selected from among each communication conference.
Holding Representative Conferences
We hold a representative conference composed of representatives from each communication conference, in other words, representatives from each programme (PYP, MYP, and DP) of IB World Schools in Japan, representatives from each programme (PYP, MYP and DP) of candidate and interested schools, a representative each from the universities (IB teachers universities, universities that have introduced or are interested in IB entrance examination, and others) and companies (managers, HR personnels, and others of companies that are interested in the IB and accept IB graduates).
At representative conferences, we provide facilitation for collaborative solutions by sharing issues and successful cases within each network. We also actively encourage collaboration among the networks.
We provide advice on the annual activity plan of the consortium at representative conferences.
Status of Implementation
The First Communication Conference by Concerned Parties in Academic Year 2023 was held on January 12, 2024.
The materials presented on the day of the conference and the movie are posted on AirCampus.

Membership for the Consortium for Promotion of IB Education
What is Consortium Membership?
We are currently recruiting organizations—schools, local governments, and companies—that can become a member of the MEXT Consortium for Promotion of IB Education. We would ask consortium members to spread and promote the IB in Japan. Membership is free, and no fees will be charged, including registration fees. When you become a consortium member, you are entitled to the following:
(1) Participation in Communication Conferences by Concerned Parties and Representative Conferences
Once you are registered as a consortium member, you will be entitled to participation in communication conferences by concerned parties and representative conferences.
The communication conference by concerned parties is composed of each stakeholder involved in the promotion of IB education, such as PYP schools, MYP schools, DP schools, candidate and interested schools, local governments, and universities, while the representative conference is composed of representatives from each communication conference.
We share issues and successful cases at each communication conference and discuss collaboration proposals and event plans across stakeholders at the representative conference.
(2) Use of the Page Only for Members on the ICT Platform
You will be able to use the page for members on the ICT platform (AirCampus).* A bulletin board for member interaction and information exchange will be available to members. Moreover, even organizations that are not considering the introduction of IB at this time can obtain useful information from the perspective of using the expertise in IB education for existing educational curriculum.
